Paving Materials (land use). Manufacturing establishments producing various common paving and roofing materials, including paving blocks made of asphalt, creosoted wood and various compositions of asphalt and tar. (SIC: Group 295) This gives us some insight as to the origin of this definition. SIC stands for Standard Industrial Code. It is a designation of the US Department of Labor for OSHA designations of industrial categories. It is a subset of Petroleum Refining SIC 29. We believe that the definition of Paving Materials is a broad definition and is loosely based on these DOL OSHA designations. The definition of Paving Materials was not specifically crafted to apply precisely in total to the explicit circumstances associated with Footnote 6. As per the definition, crushed aggregate is a “common” paving material. At the DOL website under Petroleum Refining is a definition of Manufacturing under Petroleum Refining. That definition includes the following clarification: The materials processed by manufacturing establishments include products of agriculture, forestry, fishing, mining, and quarrying as well as products of other manufacturing establishments. The new product of a manufacturing establishment may be finished in the sense that it is ready for utilization or consumption, or it may be semifinished to become a raw material for an establishment engaged in further manufacturing. For example, the product of the copper smelter is the raw material used in electrolytic refineries; refined copper is the raw material used by copper wire mills; and copper wire is the raw material used by certain electrical equipment manufacturers.
